Request for Proposals: Global HR Management
Independent Diplomat (ID) seeks proposals from qualified individuals, consultants, or firms to provide comprehensive human resources management services for our global operations. ID is an international diplomatic advisory group with core locations in the United States (DC, NYC), United Kingdom (London), and Switzerland (Geneva), plus a distributed workforce of consultants and employees working under Employer-of-Record (EOR) arrangements globally.
Background
Independent Diplomat (ID) is a unique non-profit organization operating at the intersection of international relations, diplomacy, and conflict prevention. Staffed by former diplomats, international lawyers, and experts in international relations, ID provides independent and confidential advice on diplomatic technique and strategy to governments, political groups, international institutions, and non-governmental organizations.
Our team of 25-30 professionals works at the forefront of urgent international crises and foreign policy challenges, including conflict resolution in Ukraine, Yemen, Mali, and Myanmar. We tackle major global challenges such as climate change and internet freedom, while working to create a more equitable diplomatic system through initiatives like improving UN Security Council working methods, ensuring women’s inclusion in peace processes, and supporting refugee participation in global policy development.
ID maintains established non-profit entities with standardized benefits and payroll systems in the US, UK, and Switzerland, and currently employs personnel in seven additional countries through Employer-of-Record (EOR) and consultant arrangements. Our staff works directly with partner groups and governments, providing daily advisory services, negotiation support, and strategic guidance.
Scope of Services
The selected provider will support the Managing Director in all matters relating to human resources across ID’s global operations, maintaining the highest standards of accuracy, timeliness, transparency, and service delivery.
Core Responsibilities
- Global Benefits Management
- Evaluate, implement, and manage employee benefits plans across all jurisdictions
- Oversee compensation benchmarking and ensure global parity
- Develop and implement retention strategies
- Policy Development and Compliance
- Review and update HR policies and procedures globally
- Maintain compliance with employment laws across multiple jurisdictions
- Serve as primary liaison with employment lawyers in various locations
- Manage risk mitigation and security protocols
- Workforce Management
- Oversee recruitment, onboarding, and offboarding processes worldwide
- Manage employment contracts for staff, consultants, and interns
- Coordinate staff training and development initiatives
- Maintain consultant database across various specializations
- Conduct due diligence for expansion into new countries
- Employee Relations
- Partner with Management Team on employee relations issues
- Support professional development programs
- Facilitate cross-cultural communication and collaboration
